Guidance
This rule is very objective, and it is one of the most debated standard rules in NARR. Everyone agrees that there should be a rule, but it was difficult to gain consensus on what the appropriate ratio should be. Some think a 1:6 ratio seems like overcrowding. Others argue that low cost recovery housing needs at least 1:6 ratio to keep prices affordable. There are no international health and safety guidelines for residential properties regarding toilets, showers and sinks. As with any standard, providers can submit a variance or seek an accommodation, if this raises a barrier to low cost recovery housing.

- Onsite confirmation that each dwelling has a minimum of one sink, toilet and shower per six residents. Reviewers are expected to count each sink, toilet and shower and divide by the number of total beds. This includes staff that sleep on property.
